Open Forum on Decentralization

Democracy House, Transparency Maldives, Rights for All, Madulu, Maldivian Detainee Network and Strength of Society joined together to conduct an Open Forum on Decentralization. The Forum was held on Tuesday, 26th January 2010, 2030 hours at the Seminar Room of the Social Center. The Forum was open to all interested members of the general public.

A presentation on the concept of decentralization and community empowerment was given by Dr. Simad Saeed and Mr. Mohamed Nazeef. Both speakers are experienced development practitioners in the Maldives. Members of the public were invited to express their opinions on the issue. Dr.Simad Saeed in his presentation, outlined the historic structures that had been developed by the government for service provision in the capital city and the atolls. He provided an overview of the changes that had been brought to the administrative divisions of the country. His presentation was also focused on the need for a new approach to service delivery. Mr.Nazeef’s presentation outlined the definition of community empowerment, the need for empowerment and how this could be achieved through decentralization.

Participants at the forum expressed concern over the lack of consultation with the public in formulating the proposed Decentralization Law. The issue of financing Local Councils once they are elected was also of concern.
